[FIXED] Some existing job charges are unordered

Some users have reported that they lost the order of their charges when job charge drag-and-drop ordering was deployed. We're working hard to put those back in their prior order. In the meantime, if you have already reordered any charges by dragging, those changes will persist and will not be undone when we revert the order.
